1. Introduction
This Privacy Policy explains how ParkVo, Inc., a California corporation, and its affiliates ("ParkVo," "we," "us," or "our") collect, use, disclose, and protect personal information when you use our parking technology platform, including the ParkVo website at parkvo.app (and any other ParkVo websites or domains we operate), our scan-to-pay checkout, our mobile and web experiences, our customer and operator portals, and any related products, features, or services that link to this Privacy Policy (collectively, the "Services").
ParkVo provides software that helps parking operators and their partners run parking facilities — including scan-to-pay payments, pay-as-you-go (card-on-file) parking, parking session management, validations, permits, valet and attended parking, license-plate recognition (LPR/ALPR) and PARCS integrations, enforcement workflows, and partner billing. Because of this model, some personal information is handled by ParkVo on behalf of the parking operator or partner that controls a given location (see Section 16, Our role and parking operators).
By using the Services, you acknowledge that you have read and understood this Privacy Policy. If you do not agree with it, do not use the Services.
2. Who this policy applies to
This Privacy Policy applies to:
- Drivers and parking customers who use scan-to-pay, pay for parking sessions, redeem validations, purchase permits, or otherwise transact through ParkVo.
- Operator, partner, and business users (for example, parking operators, service agents, enforcement agents, partners, and administrators) who access ParkVo portals and tools.
- Website visitors who browse our public pages without creating an account.
This policy does not apply to the practices of parking operators, partners, or other third parties that we do not own or control, even where they use ParkVo to deliver parking at their locations. Those parties maintain their own privacy practices.
This Policy also applies where someone else uses the Service on your behalf — for example, a person who pays for your parking or manages a Parking Session for you.
3. Information we collect
We collect the following categories of personal information. The specific information we collect depends on how you interact with the Services.
3.1 Information you provide to us
- Account and contact information — name, email address, mobile phone number, mailing or billing address, username, and password or other credentials.
- Vehicle and parking information — license plate number and state/region, vehicle make, model, and color, parking space or zone identifiers, entry and exit times, parking duration, validation codes, and permit details. Vehicle information may not be permanently associated with an account where ParkVo reasonably determines a vehicle is temporary, shared, commercial, or rented.
- Valet and attended-parking information — where you use valet or attended parking, we and the Operator may collect your vehicle's make, model, color, and condition notes, your license plate, the vehicle's storage location or stall, key-handling and drop-off/retrieval details, the ticket or claim identifier, the attendant who handled the vehicle, your name and mobile number for retrieval notifications, and any gratuity or tip you choose to add.
- Payment information — payment card details, billing name and address, and transaction history. Card data is collected and processed by our payment processors (Stripe and Square); ParkVo does not store full card numbers. We retain limited transaction records and tokens (see Section 8).
- Pay-As-You-Go setup information — when you start a Pay-As-You-Go card-on-file session, we may create a short-lived payment setup record before the Parking Session starts. That record may include the submitted license plate, plate state, phone number, optional email, vehicle type and size, consent version, consent timestamp, payment setup status, merchant routing snapshot, and limited payment-method display information such as card brand, last four digits, and expiration date. We do not receive or store full card numbers or CVC codes.
- Communications — the contents of messages, support requests, feedback, survey responses, and other information you choose to share when you contact us or respond to us.
- Inquiries and demo requests — when you contact us, request a demonstration of the Services, or ask to be contacted, we collect the name, email address, phone number, and company or organization you provide.
- Business/operator profile information — for operator, partner, and administrative users: organization name, role, work contact details, and tenant/location assignments.
- Saved account information — where you have an account, we may store information associated with your account, vehicle(s), payment preferences, and prior parking activity to simplify future transactions, enable quick-pay and returning-parker experiences, and improve your experience.
3.2 Information we collect automatically
- Device and technical information — IP address, device type and identifiers, operating system, browser type, language settings, and similar technical data.
- Usage information — pages and screens viewed, links and buttons clicked, QR codes scanned, features used, session start/stop events, timestamps, and referring/exit pages.
- Location information — approximate location derived from IP address, and, where you grant permission, more precise location from your device to help you find and pay for nearby parking. You can disable precise location sharing in your device settings.
- Cookies and similar technologies — see Section 5.
3.3 Information we collect from third parties
- Parking operators and partners — license-plate, session, validation, permit, citation, and enforcement data generated at their facilities and processed through ParkVo.
- PARCS and LPR systems — license-plate reads and entry/exit events captured by gate, camera, or sensor equipment at participating locations.
- Payment processors — payment confirmation, authorization results, and fraud signals from Stripe and Square.
- Communications providers — delivery and engagement status for SMS and email messages from our messaging providers.
- Service providers and analytics partners — aggregated or technical data that helps us operate, secure, and improve the Services.
3.4 Categories of personal information (CCPA/CPRA)
For the purposes of US state privacy laws, in the past 12 months we may have collected the following statutory categories: identifiers; customer records (e.g., name, contact, payment details); commercial information (parking transactions, validations, permits); internet/network activity; geolocation data; professional or employment-related information (for operator and business users); and, in limited contexts, sensitive personal information such as precise geolocation and payment account information used to complete a transaction. We do not use or disclose sensitive personal information for purposes beyond those permitted by law and described here.
Where a Location uses LPR/ALPR equipment, we may also collect audio/visual information such as vehicle images. We will update this section if that category is collected in a future reporting period.
Please do not send us other sensitive personal information
Other than the limited sensitive personal information described in this Policy (such as precise geolocation and the payment information needed to complete a transaction), we ask that you not provide, and you should not disclose to us through the Service or otherwise, sensitive personal information such as information about racial or ethnic origin, political opinions, religious or philosophical beliefs, health, biometric or genetic data, government identifiers such as Social Security or national ID numbers, criminal history, or trade-union membership. If you choose to provide such information, you do so at your own initiative and consent to our processing it as part of providing the Services.
4. How we use personal information
We use personal information to:
- Provide, operate, and maintain the Services, including processing parking sessions, scan-to-pay payments, validations, and permits.
- Authenticate users, manage accounts, and secure access across roles and tenants.
- Process payments, issue receipts, and manage refunds, chargebacks, and billing.
- Support saved Pay-As-You-Go payment methods, including authorized future charges, account-based updates or removal where available, and operator-assisted payment-method support.
- Send transactional communications by SMS and email — for example, payment confirmations, session reminders, expiry alerts, permit and validation notices, and account/security messages.
- Send marketing or promotional communications where permitted, from which you can opt out at any time (see Section 13).
- Operate license-plate recognition, enforcement, and citation workflows on behalf of parking operators and partners.
- Operate valet and attended-parking services on behalf of operators and partners, including vehicle drop-off, storage-location tracking, retrieval requests, and gratuities.
- Provide customer support and respond to your requests.
- Monitor, analyze, and improve the Services, develop new features, and conduct research and analytics.
- Detect, investigate, and prevent fraud, abuse, security incidents, and other harmful or unlawful activity.
- Use automated tools, analytics, and machine-learning technologies to improve parking operations, fraud detection, customer support, and service performance.
- Maintain audit logs and records for security, accounting, and compliance purposes.
- Comply with legal obligations and enforce our terms and agreements.
We may de-identify or aggregate personal information and use it for any lawful purpose; we will not attempt to re-identify it except as permitted by law.
Testimonials and reviews
With your permission, we may publish testimonials, reviews, ratings, or comments on the Services that may include your name or other personal information you provide. We obtain your consent before posting a testimonial that identifies you. If you would like a testimonial or review containing your personal information updated or removed, contact us at support@parkvo.app and we will take reasonable steps to do so.
5. Cookies and similar technologies
We use cookies and similar first-party technologies that are strictly necessary to provide the Services — for example, to keep you signed in, remember preferences, and secure the Services. We do not use advertising or marketing cookies, third-party tracking pixels, or cross-site tracking technologies, and we do not use cookies to sell or share your personal information.
You can control cookies through your browser settings. Disabling strictly necessary cookies may prevent parts of the Services from working. For how we respond to browser privacy signals, see Section 12.
6. How we disclose personal information
We disclose personal information in the following ways. We do not sell your personal information, and we do not share it for cross-context behavioral advertising, as those terms are defined under US state privacy laws.
- Service providers and processors — vendors that perform services on our behalf under contractual confidentiality and security obligations, including:
- Stripe and Square — payment processing, saved payment methods, and related fraud, refund, and dispute services.
- Twilio — SMS/text message delivery.
- Resend (with Amazon Web Services SES as a backup provider) — email delivery.
- Vercel — web application hosting and content delivery.
- Hostinger — backend and API server hosting.
- Cloudflare — secure file and image storage (for example, valet vehicle photos and operator-uploaded images).
- Better Stack — application logging, monitoring, and uptime observability. Our application logs may include limited identifying information such as a masked email address or phone number, message subjects, and internal account, tenant, and location identifiers.
- Other hosting, infrastructure, customer support, and security providers that process information on our behalf under similar obligations.
We maintain a current list of our sub-processors and will provide it on request at support@parkvo.app.
- Parking operators and partners — we disclose parking, payment, validation, permit, and enforcement information to the operator or partner responsible for the location where you parked, so they can operate the facility, validate sessions, and pursue enforcement where applicable.
- Pay-As-You-Go operators — for Pay-As-You-Go parking at operator-managed Locations, we may share transaction, session, vehicle, contact, consent, and limited payment metadata with the Operator or Partner responsible for the Location so they can operate the facility, reconcile payments, send or support receipts, assist with payment-method updates or removal, handle disputes, apply their posted rules, and pursue lawful recovery of unpaid amounts.
- Valet operators — for valet or attended parking, we share vehicle, custody, contact, ticket, and gratuity information with the Operator or Partner providing the valet service so they can park, store, retrieve, and return your vehicle and process related charges and tips.
- Enforcement and collections — where you have unpaid parking charges or citations, related information may be disclosed to enforcement contractors or collection agencies as permitted by law and the applicable location's terms.
- Legal, safety, and compliance — to comply with law, legal process, or government requests; to enforce our terms; and to protect the rights, property, or safety of ParkVo, our users, or others.
- Business transfers — in connection with a merger, acquisition, financing, reorganization, bankruptcy, or sale of assets, personal information may be transferred as part of that transaction.
- Affiliates — to our corporate affiliates for purposes consistent with this Privacy Policy.
- With your direction or consent — when you ask us to share information or otherwise consent.
7. Location information
Where you grant permission, we use precise device location to help you find nearby parking, start the correct session, and complete scan-to-pay quickly. We also derive approximate location from your IP address. You can disable precise location sharing at any time in your device or browser settings; some location-dependent features may not work without it.
8. Payment information
Payments are processed by our third-party payment processors, Stripe and Square. The processor used depends on the Operator and Location. When you pay through ParkVo, your card details are collected and processed directly by the applicable processor under that processor's own terms and privacy policy. ParkVo does not store full card numbers or CVC/CVV codes; we retain limited information such as payment tokens, the last four digits, card brand, expiration date, billing ZIP/postal code, and transaction records needed to provide receipts, process refunds, handle disputes, prevent fraud, and meet accounting and legal obligations. If you choose to save a payment method or use a recurring parking product, the applicable processor (Stripe or Square) may store the payment method for future use and provide ParkVo with tokenized payment identifiers and limited card metadata so we can process future authorized charges. When you authorize a saved payment method for Pay-As-You-Go parking, the applicable processor may store the payment method and provide ParkVo with tokenized customer and payment-method identifiers. We use saved payment-method identifiers and limited card metadata to support authorized future Pay-As-You-Go charges, display saved payment methods in your account where available, allow updates or removal, support operator assistance, send receipts by SMS and email, recover failed payments, process refunds or disputes, prevent fraud, and maintain accounting and compliance records.
9. License-plate, vehicle, and enforcement data
To operate scan-to-pay, sessions, and enforcement, ParkVo processes license-plate numbers, vehicle descriptions, and related entry/exit and session events that you or an Operator provide. Where an Operator uses LPR cameras or PARCS equipment at a Location, ParkVo may also receive and process reads and entry/exit events captured by that equipment. This information is used to:
- Match vehicles to active parking sessions, validations, and permits.
- Determine whether parking has been paid for and whether an overstay or violation has occurred.
- Support enforcement and citation workflows operated by or on behalf of parking operators and partners.
License Plate Recognition (LPR/ALPR) Systems
Some Locations may use license plate recognition technologies, including LPR or ALPR systems, in connection with ParkVo-supported parking operations. Depending on the Location and equipment in use, these systems may collect license plate numbers, vehicle images, vehicle characteristics, entry and exit timestamps, parking location information, and session-related parking activity.
LPR/ALPR information may be used for parking session verification, permit verification, validation verification, parking enforcement, fraud prevention, security monitoring, operational management, reporting and analytics, customer support, and dispute resolution.
Who may access LPR/ALPR information. Where ParkVo receives LPR/ALPR information, access within ParkVo is limited to technical staff (engineering and technical support personnel) who require access to operate, troubleshoot, or secure the Services, and to independent contractors performing those functions under written confidentiality and security obligations. The Operator responsible for a Location, and any partner or enforcement provider that Operator authorizes, has access to the LPR/ALPR information for that Location.
Training and oversight. Personnel and contractors with access must complete ParkVo's privacy and data-handling training before access is granted and at least annually thereafter. Access is granted on a least-privilege basis, is tied to a named individual, and is revoked when the role no longer requires it.
Monitoring and audits. Access to LPR/ALPR information is logged. ParkVo reviews those access logs on a periodic basis, and no less than annually, to confirm that access remains appropriate and consistent with this Policy and applicable law.
Responsible official. ParkVo's President is the official responsible for implementing this Policy as it applies to LPR/ALPR information.
Sale, sharing, and transfer. ParkVo does not sell LPR/ALPR information, and does not share it for cross-context behavioral advertising. LPR/ALPR information is disclosed only to: the Operator responsible for the Location, and any partner or enforcement provider that Operator authorizes; service providers that process it on ParkVo's behalf under written contractual confidentiality, security, and use restrictions; a collection agency, where an unpaid parking charge or citation exists and the law of the applicable jurisdiction permits it; and where required by law, legal process, or a government request.
Accuracy and correction. Recognition technology is not infallible and may misread a plate. ParkVo maintains reasonable measures to identify and correct errors in LPR/ALPR information, and a charge or citation may be reviewed on request. If you believe a read, charge, or citation is incorrect, contact us at support@parkvo.app or the relevant Operator (see Section 17).
Security. ParkVo maintains administrative, technical, and organizational safeguards designed to protect LPR/ALPR information from unauthorized access, disclosure, misuse, alteration, or destruction.
Retention and destruction. Retention of LPR/ALPR and enforcement data depends on whether a session is paid and whether a citation or unpaid balance exists; the periods are set out in Section 10. Reads that are not matched to a billable session are retained only for a short operational period. When the applicable period ends, ParkVo deletes the information or de-identifies it so that it can no longer be associated with a vehicle or an individual, and instructs its service providers to do the same.
10. Data retention
We retain personal information for as long as needed to provide the Services, comply with our legal and accounting obligations, resolve disputes, prevent fraud, and enforce our agreements. Retention periods vary by data type and context — for example:
- Account information is retained for the life of the account and for a reasonable period afterward.
- Transaction and payment records are retained as required for tax, accounting, and audit purposes.
- License-plate and session data for paid, completed sessions is retained for a limited operational period, while data tied to unpaid balances, citations, or disputes is retained longer until the matter is resolved and any applicable limitation period has passed.
- Short-lived Pay-As-You-Go payment setup records are intended to expire quickly if check-in is not completed. After a setup is consumed, expires, or becomes unavailable, ParkVo may redact or delete submitted check-in payload fields such as license plate, phone, and email while retaining limited records needed for consent, audit, payment recovery, fraud prevention, accounting, and legal obligations.
The following are representative retention periods. Actual periods may be shorter or longer depending on legal, tax, enforcement, security, dispute, and operator requirements:
- Account and profile records — for the life of the account and generally up to 24 months after closure.
- Payment, transaction, refund, and dispute records — generally up to 7 years to meet tax, accounting, and audit obligations.
- Parking session and matched license-plate data for paid, completed sessions — generally up to 24 months, unless tied to an unpaid balance, citation, dispute, or legal hold, in which case it is retained until the matter is resolved and any applicable limitation period has passed.
- License-plate/ALPR reads not matched to a billable session — retained only for a short operational period and then deleted or de-identified.
- Pay-As-You-Go pre-check-in setup payloads — minutes to hours; redacted or deleted promptly after the setup is consumed, expires, or is abandoned.
- Communications delivery metadata (SMS and email logs) — generally up to 24 months; message content is held by our messaging providers under their own retention schedules.
- Audit, access, and security logs — generally up to 24 months, or longer where needed for security, fraud-prevention, or legal purposes.
- Staff check-in photos (time clock) — automatically deleted 180 days after capture, unless a shorter period is configured or a legal hold applies.
Specific retention periods vary by operator, applicable legal requirements, enforcement requirements, and contractual obligations, and may differ between Locations. Where ParkVo handles data on behalf of a parking operator or partner, that party's retention requirements may also apply.
When personal information is no longer needed, we delete, de-identify, or anonymize it in line with our retention schedule and applicable law.
11. Data security
We maintain administrative, technical, and organizational safeguards designed to protect personal information against unauthorized access, loss, misuse, and alteration — including access controls, encryption in transit, audit logging, and least-privilege practices across tenants and roles. No method of transmission or storage is completely secure, however, and we cannot guarantee absolute security. You are responsible for keeping your credentials confidential and for notifying us of any suspected unauthorized use of your account.
12. Your privacy rights and choices
Depending on where you live, you may have some or all of the following rights regarding your personal information:
- Right to know / access — request the categories and specific pieces of personal information we have collected, used, and disclosed.
- Right to delete — request deletion of personal information, subject to legal exceptions.
- Right to correct — request correction of inaccurate personal information.
- Right to data portability — request a copy of certain information in a portable format.
- Right to opt out of sale/sharing — opt out of any "sale" or "sharing" of personal information as those terms are defined under applicable US state law.
- Right to limit use of sensitive personal information — direct us to limit use of sensitive personal information to permitted purposes.
- Right to non-discrimination — we will not discriminate against you for exercising your rights.
- Right to appeal — where required by state law, you may appeal a decision we make about your request.
- Right to complain — you may lodge a complaint with the data protection or supervisory authority in your jurisdiction, or with your state Attorney General, about how we handle your personal information.
How to exercise your rights. Submit a request to support@parkvo.app, by mail to ParkVo, Inc., Attn: Privacy, 1120 Sycamore Ave., STE 2G, Vista, CA 92081, or through any in-product privacy controls we provide. We will verify your identity before responding and may ask for information sufficient to confirm it. You may use an authorized agent to submit a request on your behalf, subject to verification. Because many drivers transact without creating an account, we may verify your request using information such as the mobile number, license plate, or transaction details associated with the parking activity.
Response timelines. We will acknowledge and respond to verifiable requests within the timeframes required by applicable law — generally within 45 days for requests under US state privacy laws (extendable by an additional 45 days with notice where permitted), and within 30 days for other applicable requests. If we cannot fully honor a request, we will explain why to the extent the law allows.
Do Not Sell or Share / Limit Sensitive Information. We do not sell or share personal information for cross-context behavioral advertising, so there is currently nothing to opt out of. If this ever changes, we will provide a clear opt-out method and honor recognized opt-out preference signals as described below. You may still ask us to limit the use of your sensitive personal information by contacting support@parkvo.app.
Marketing opt-outs. You can unsubscribe from marketing emails using the link in the message and opt out of marketing texts by replying STOP (see Section 13). Transactional messages necessary to provide the Services are not promotional and may continue.
Browser signals. Because we do not sell or share personal information or use cross-site tracking, there is no sale or share to opt out of through a browser signal today. If we introduce any such processing in the future, we will honor recognized opt-out preference signals such as the Global Privacy Control (GPC) where required by law. We do not respond to non-standardized "Do Not Track" signals.
13. SMS and text messaging
If you provide your mobile number, ParkVo (and our messaging provider, Twilio) may send you transactional text messages such as payment confirmations, session and expiry reminders, permit and validation notices, and account or security alerts. We send promotional or marketing texts only where you have given prior express written consent, which we obtain separately and keep records of; consenting to marketing texts is never a condition of using the Services or making a purchase. You may receive an initial message confirming your enrollment. Message frequency varies. Message and data rates may apply.
- Reply STOP to any message to opt out of further texts. STOP is the recognized opt-out keyword.
- Reply HELP for assistance, or contact support@parkvo.app.
- Reply START to re-subscribe after opting out.
- Consent to marketing texts is not a condition of using the Services or making a purchase.
- We do not sell your mobile phone number or your SMS opt-in or consent information, and we do not share that information with third parties or affiliates for their own marketing or promotional purposes. Mobile information is shared only with our SMS provider (Twilio) and other service providers acting on our behalf to deliver the messages you have requested, as described in Section 6.
- Carriers are not liable for delayed or undelivered messages.
14. Children's privacy
The Services are not directed to children, and we do not knowingly collect personal information from children under 16. If you believe a child has provided us personal information, contact support@parkvo.app and we will take appropriate steps to delete it.
15. Third-party links and services
The Services may link to or integrate with third-party websites, apps, and services (including parking operators, payment processors, and map providers). We are not responsible for the privacy practices of those third parties. Review their privacy policies before providing them information.
16. Our role and parking operators (controllers vs. processors)
ParkVo operates a multi-tenant platform. For some processing — such as operating our own website, managing ParkVo accounts, and improving the Services — ParkVo acts as the entity that determines the purposes and means of processing (a "controller" or "business"). For other processing performed on behalf of a parking operator or partner — such as running enforcement at their facility — that operator or partner may be the controlling party, and ParkVo acts as a service provider/processor under our agreement with them. Where an operator or partner controls your information, their privacy practices and your choices with them also apply.
Operator and business users
For operator, partner, service-agent, enforcement, and administrative users, ParkVo generally acts as a controller of the limited personal information needed to provide portal access and operate the platform — including work contact details, role and tenant assignments, credentials, IP address and device information, and audit logs of actions taken in the platform. We process this information to provide and secure access, support billing and reporting, maintain audit and compliance records, and enforce our agreements. Your organization's agreement with ParkVo and any applicable data-processing terms also govern this use.
Where an Operator enables staff time-clock or shift check-in features that include photo capture, check-in photos are collected at the Operator's direction and are made available to that Operator solely so it can verify who checked in. ParkVo does not use check-in photos for facial recognition, does not create biometric templates or faceprints from them, and does not use them for any other purpose. Your employer's own policies and notices also apply to these photos.
17. Accuracy and disputes
Recognition and automated parking technologies are not infallible and may occasionally produce errors (for example, a misread license plate). If you believe a charge, session, validation, or citation is incorrect, contact us at support@parkvo.app or the relevant parking operator so the matter can be reviewed.
18. International users
The Services are operated from the United States and are intended for users in the United States. If you access the Services from outside the United States, you understand that your information will be processed in the United States, where data protection laws may differ from those in your location. Where we or our service providers process or store information outside the United States, we use contractual and other appropriate safeguards designed to protect it consistent with this Privacy Policy and applicable law.
19. Changes to this Privacy Policy
We may update this Privacy Policy from time to time. When we make material changes, we will update the "Last updated" date above and, where required, provide additional notice. Your continued use of the Services after the changes take effect constitutes your acknowledgment of the updated policy.
